THIS REPORT IS A DISCUSSION OF A STRATEGY DESIGNED TO MEET THE MANPOWER AND PROGRAMMATIC CRISES THAT FACE THE NEW COMMUNITY ACTION AND COMMUNITY MENTAL HEALTH PROGRAMS.
