A SERIALS DATA PROGRAM FOR SCIENCE AND TECHNOLOGY, RESULTS OF A FEASIBILITY STUDY. FINAL REPORT.
CREAGER, WILLIAM A.; SPARKS, DAVID E.
THIS REPORT PRESENTS THE RESULTS OF A STUDY OF THE FEASIBILITY OF ESTABLISHING A CONTINUING NATIONAL INVENTORY OF THE WORLD'S SCIENTIFIC AND TECHNICAL SERIALS. THE MAJOR TECHNICAL, OPERATIONAL, AND ECONOMIC FACTORS INVOLVED IN THE IMPLEMENTATION AND OPERATION OF SUCH A SERIALS DATA PROGRAM HAVE BEEN EXAMINED. THE BASIC PARAMETERS OF A SERIALS DATA PROGRAM ARE DISCUSSED UNDER THE FOLLOWING TOPICS-- (1) PROGRAM SCOPE, (2) PROGRAM OBJECTIVES, (3) PROSPECTIVE USERS, (4) POSSIBLE SERVICES AND PRODUCTS, (5) INPUT DATA REQUIRED, AND (6) AVAILABLE SOURCES OF DATA. A GENERAL APPROACH TO PROGRAM IMPLEMENTATION AND OPERATION IS PRESENTED. THREE MAJOR PRINCIPLES OF PROGRAM FEASIBILITY ARE IDENTIFIED WHICH INVOLVE--(1) THE FILE DEPENDENCY OF THE PROGRAM, (2) THE PARAMOUNT SIGNIFICANCE OF ACHIEVING BASIC FILE CONTROL, AND (3) THE ORGANIZATION OF THE DATA TO BE COLLECTED. POSSIBLE PROCEDURAL STRATEGIES FOR PROGRAM OPERATION, ALONG WITH MAJOR METHODOLOGICAL CONSIDERATIONS AND SYSTEM REQUIREMENTS ARE IDENTIFIED AND DISCUSSED. ESTIMATES OF THE COST TO ESTABLISH AND OPERATE A SERIALS DATA PROGRAM ARE PRESENTED AND AN APPROACH TO ASSESSING BENEFIT VALUES IS SET FORTH. GENERAL OBSERVATIONS AND CONCLUSIONS RELATED TO THE VARIOUS ASPECTS OF PROGRAM FEASIBILITY ARE PRESENTED. THE REPORT INCLUDES TWO BIBLIOGRAPHIES--(1) A SELECTED BIBLIOGRAPHY OF 62 ITEMS ON LIBRARY AUTOMATION WITH EMPHASIS ON SERIALS PROCESSING, AND (2) A SELECTED BIBLIOGRAPHY OF 95 ITEMS ON THE CHARACTERISTICS AND SIZE OF THE SCIENTIFIC AND TECHNICAL SERIAL LITERATURE. THIS DOCUMENT IS AVAILABLE AS PB-169-405 FROM THE CLEARINGHOUSE FOR FEDERAL SCIENTIFIC AND TECHNICAL LITERATURE, SPRINGFIELD, VIRGINIA 22151, $3.00 FOR HARD COPY, $0.65 FOR MICROFICHE, 188 PAGES.
