THE MAJOR PORTION OF THIS DOCUMENT CONSISTS OF A STATE-BY-STATE CHRONOLOGICAL HISTORY AND DESCRIPTION OF MAJOR ENABLING LEGISLATION DEALING WITH THE JUNIOR COLLEGE CONCEPT, ESTABLISHMENT, CONTROL, AND FINANCE. THE AUTHOR NOTES DEFINITE TRENDS TOWARD INCREASING STATE SUPPORT, AN INCREASING STATE ROLE IN COLLEGE ESTABLISHMENT, AND A TREND TOWARD SPECIFICATION OF A WIDER RANGE OF STATE CONTROLS. HE RECOMMENDS THAT (1) FUTURE LEGISLATION INCLUDE A DEFINITION OF THE COMMUNITY COLLEGE, AND OF THE STATE'S ROLE IN THEIR ESTABLISHMENT, CONTROL, AND FINANCE, (2) MASTER PLANNING BE EMPLOYED, (3) SEPARATE STATE BOARDS FOR COMMUNITY COLLEGES BE ESTABLISHED, AND (4) STATE REGULATIONS BE ENACTED TO PROVIDE UNIFORMITY AND MINIMUM STANDARDS.
