AFTER A BRIEF DISCUSSION OF THE BEGINNINGS OF SPECIAL EDUCATION IN THE EARLY 19TH CENTURY, THE AUTHOR DESCRIBES THE ESTABLISHMENT OF THE STATE DIVISION OF SPECIAL EDUCATION AND MENTAL HYGIENE IN 1932, FIRST AS A DEPARTMENT IN THE WILMINGTON SCHOOLS AND THEN AS A STATE DIVISION. A SUMMARY OF MAJOR ACTIVITIES IN THE THIRTIES AND FORTIES INCLUDES SURVEYS OF FACILITIES AND NEEDS. ADOPTION OF CASE HISTORY PROCEDURES, INTERVIEWS WITH HEADS OF AGENCIES, APATHY TOWARD EDUCATION OF CRIPPLED CHILDREN, SCHOOL PSYCHOLOGISTS IN WILMINGTON IN 1935, A CITIZENS' ASSOCIATION GRANT IN 1936, A MANDATORY SPECIAL EDUCATION ACT IN 1939, SUBSEQUENT FINANCIAL PROBLEMS, AND ACTIVITIES OF PARENT GROUPS. DEVELOPMENTS IN THE 1950'S AND 1960'S ARE RECOUNTED. THE APPENDIXES INCLUDE CHRONOLOGY OF SIGNIFICANT EVENTS AND A LISTING OF 53 DOCUMENTS, JOURNALS, AND NEWS ARTICLES.
