CURRICULUM AND INSTRUCTION ARE INCREASINGLY VITAL ISSUES FOR COLLECTIVE NEGOTIATION BETWEEN TEACHERS AND SUPERVISORS AND THEIR SCHOOL BOARDS. THIS DOCUMENT SUGGESTS GUIDELINES FOR EFFECTIVELY DEVELOPING A POSITIVE APPROACH TO THE RESOLUTION OF DIFFERENCES BETWEEN PARTICIPANTS IN THE DECISIONMAKING PROCESS SO THAT THE MOST EFFECTIVE LEARNING ENVIRONMENT POSSIBLE MAY BE ACHIEVED. ISSUES DISCUSSED INCLUDE A BACKGROUND REVIEW OF COLLECTIVE NEGOTIATION BETWEEN TEACHERS' ASSOCIATIONS AND OTHER ELEMENTS OF THE SCHOOL SYSTEM, COMPETITIVE ASPECTS OF THE NEA AND AFT PROGRAMS, THE NEED FOR LONG-RANGE CURRICULUM PLANNING AND IMPLEMENTATION RATHER THAN SHORT-RANGE FOCUS ON PARTICULAR ISSUES, CHANGING ROLE DEFINITIONS OF LEADERS IN THE NEGOTIATION PROCESS, CLARIFICATION OF PROCEDURES FOR TEACHER EVALUATION, AND THE EXTENSION OF COLLECTIVE NEGOTIATION IN EDUCATION BEYOND THE SINGLE SCHOOL SYSTEM TO THE LARGER REGIONAL MODELS OF STATE AND NATION.
