THIS GUIDE FOR SETTING UP REMEDIAL READING PROGRAMS IN IDAHO SCHOOLS EMPHASIZES THE IMPORTANCE OF PREVENTING READING DIFFICULTIES. THE GUIDE MAINTAINS THAT WHILE A REMEDIAL READING PROGRAM PRIMARILY DIAGNOSES READING DIFFICULTIES AND PROVIDES THE NECESSARY REMEDIAL TREATMENT, THE PROGRAM ALSO SUPPLEMENTS THE REGULAR CLASSROOM READING PROGRAM. TO HELP TEACHERS IDENTIFY PUPILS NEEDING REMEDIAL READING INSTRUCTION, CRITERIA ARE SUGGESTED FOR JUDGING PROSPECTIVE REFERRALS. THE DUTIES OF THE ADMINISTRATIVE STAFF, THE REMEDIAL READING TEACHER, THE REGULAR CLASSROOM TEACHER, AND OF THE PARENTS CONCERNED ARE ALSO CONSIDERED, SINCE THE EFFECTIVENESS OF THE PROGRAM DEPENDS ON THEIR COOPERATIVE EFFORTS. THE MINIMUM STANDARDS PRESCRIBED BY THE INTERNATIONAL READING ASSOCIATION ARE RECOMMENDED AS GUIDES FOR IDENTIFYING THE READING SPECIALIST.
