THE OBJECTIVE OF THIS RESEARCH PROJECT WAS TO DETERMINE THE RELATIONSHIP BETWEEN VARIABLES OF DEMOGRAPHY, ECONOMY, ELECTION HISTORY, AND COMMUNICATION, IN ADDITION TO THE PERCENTAGE OF AFFIRMATIVE VOTES IN SCHOOL BOND ELECTIONS. DATA WERE COLLECTED FROM 195 IOWA SCHOOL DISTRICTS INVOLVED IN SCHOOL BOND ELECTIONS OVER A FIVE YEAR PERIOD AND ANALYZED THROUGH THE USE OF A TIME SEQUENCE, SOCIAL ACTION MODEL. MAJOR FINDINGS INDICATE LITTLE RELATIONSHIP BETWEEN SCHOOL BOND ELECTION OUTCOME AND THE TRADITIONAL TECHNIQUES (THE VARIABLES USED IN THIS STUDY) PRESENTED BY EDUCATORS AND REPORTERS AS ESSENTIAL IN SECURING SCHOOL BOND PASSAGE. IT WAS CONCLUDED THAT THE TYPE OF COMMUNITY DECISION MAKING IN SCHOOL BOND ELECTIONS IS COMPLEX ENOUGH TO REQUIRE MORE PRECISE SOCIOLOGICAL, SOCIAL-PSYCHOLOGICAL, AND COMMUNICATION THEORY THAN WAS UTILIZED IN THIS STUDY.
