THIS STUDY INVESTIGATES SELECTED ASPECTS OF THE ECONOMIC PROBLEMS CAUSED BY MENTAL AND PHYSICAL DISABILITY AND OF THE ECONOMIC BENEFITS OF VOCATIONAL REHABILITATION. THE MEANING AND EXTENT OF DISABILITY, CHARACTERISTICS OF THE DISABLED, AND THE EFFECTS OF DISABILITY ON SOCIETY ARE DISCUSSED. A CHAPTER ON VOCATIONAL REHABILITATION IN THE UNITED STATES COVERS THE LEGISLATIVE HISTORY OF THE PROGRAM AND THE REHABILITATION PROCESS USED IN MOST AGENCIES (BASED ON THE PRACTICES IN THE STATE OF MARYLAND). THE EFFECTIVENESS OF THE PRESENT STATE-FEDERAL PROGRAM OF VOCATIONAL REHABILITATION IS PRESENTED AS A COST-BENEFIT ANALYSIS. THE ECONOMIC CRITERIA USED, PROGRAM COSTS, VALUE OF OUTPUT, AND COSTS AND BENEFITS TO THE TAXPAYERS ARE DESCRIBED.
