UNDER THE INDUSTRIAL TRAINING ACT TRAINING BOARDS MAY RECOMMEND THE FORM AND CONTENT OF TRAINING COURSES, THE LEVELS OF COMPETENCE TO BE REACHED BY TRAINEES, AND THE STANDARD OF TRAINING SUPERVISORS. TRAINING IS THE RESPONSIBILITY OF THE BOARDS, WHILE FURTHER EDUCATION REMAINS THE RESPONSIBILITY OF THE EDUCATION MINISTERS AND THE LOCAL EDUCATION AUTHORITIES. HOWEVER, SINCE FURTHER EDUCATION AND TRAINING ARE COMPLEMENTARY ASPECTS OF A SINGLE PROCESS, THE BOARDS' RECOMMENDATIONS ON TRAINING SHOULD INCLUDE ASSOCIATED FURTHER EDUCATION, COORDINATED WITH THE EDUCATION SERVICE. THE ACT PROVIDES THAT THERE BE EDUCATIONAL MEMBERS ON ALL TRAINING BOARDS, AND THOSE RESPONSIBLE FOR WRITING SYLLABUSES AND EXAMINATIONS FOR EDUCATION COURSES SHOULD ESTABLISH CLOSE CONTACT WITH THE BOARDS AND CONTINUE THEIR CLOSE ASSOCIATION WITH INDUSTRY. PROBLEMS THAT MUST BE SURMOUNTED IN INTEGRATING FURTHER EDUCATION AND TRAINING INCLUDE ARRANGING DIFFERENT KINDS OF EDUCATION COURSES TO SERVE THE WIDE RANGE OF ABILITIES OF TRAINEES, FLEXIBLE TIME ALLOWANCES FOR COLLEGE STUDY, AND MAINTAINING COORDINATION AND QUALITY STANDARDS OF EDUCATIONAL ACTIVITIES CARRIED ON WITHIN SEPARATE FIRMS.
