THE ROLE, FUNCTION, AND GOALS OF THE APPALACHIA EDUCATIONAL LABORATORY ARE DEFINED AS IT RELATES TO EDUCATIONAL NEEDS OF THE DEPRIVED REGIONS OF OHIO, VIRGINIA, TENNESSEE, KENTUCKY, WEST VIRGINIA, AND PENNSYLVANIA. THE LABORATORY'S BOARD MEMBERS, ORGANIZATION MANAGEMENT, PERSONNEL RESPONSIBILITIES, RELATIONSHIPS, GUIDE LINES, AND POLICIES ARE FORMULATED TO ESTABLISH THE ORGANIZATIONAL STRUCTURE. DISCUSSION IS PRESENTED ABOUT THE MOBILIZATION OF EDUCATIONAL AGENCIES FOR INITIATION OF A SUCCESSFUL SCHOOL-TO-WORK-PROGRAM, RESEARCH INTO LANGUAGE LEARNING, AND TEACHING IN PRIMARY GRADES.
