SPECIFIC RECOMMENDATIONS INCLUDE (1) TUITION FEES OF APPROXIMATELY HALF OF THE INSTRUCTIONAL COSTS, (2) SCHOLARSHIPS FOR NEEDY STUDENTS, (3) LOCAL PROVISION OF JUNIOR COLLEGE SITES, (4) STATE FINANCING OF CONSTRUCTION AND CAPITAL COSTS, AND (5) STATE FINANCING OF NO MORE THAN 50 PERCENT OF OPERATING COSTS, PLUS PARTICIPATION WITH LOCAL AND PRIVATE AGENCIES IN A SCHOLARSHIP PROGRAM.
