AN ACCOUNT OF SEGUIN'S EDUCATIONAL THEORY FOR MENTALLY RETARDED CHILDREN IS PRESENTED FROM HISTORICAL AND DEVELOPMENTAL POINTS OF VIEW. FROM 1837 TO 1880 HE DEVELOPED AND INSTITUTED A SPECIAL EDUCATION PROGRAM. FOLLOWING A DESCRIPTION OF RELEVANT BACKGROUND FACTORS INFLUENCING HIS IDEAS, HIS TEACHING METHOD IS TRACED THROUGH ITS VARIOUS PHASES OF DEVELOPMENT, BEGINNING WITH TECHNIQUES PATTERNED AFTER THOSE OF ITARD AND PROCEEDING TO THE FORMULATIONS OF HIS OWN METHODS EMPHASIZING AN INDIVIDUAL APPROACH AND THE TRAINING OF THE SENSES AND THE MUSCLES. HIS TECHNIQUES ARE DESCRIBED WITHIN HIS THEORETICAL FRAMEWORK. SEGUIN'S INFLUENCE IN MODERN SPECIAL EDUCATION IS DISCUSSED IN TERMS OF HIS CONTRIBUTIONS TO THEORY AND TO PEDAGOGY.
