THREE METHODS OF COST-EFFECTIVENESS ARE DISCUSSED--USE OF COMPUTERS, MATHEMATICS, AND EXPERTISE. THE USE OF EXPERTISE IS EMPHASIZED. THE DISCUSSION ON EXPERTISE JUDGMENT IS BASED ON PAPERS BY O. HELMER, WHICH ILLUSTRATE THE DELPHI METHOD OR CYBERNETIC ARBITRATION.
