VOLUME I OUTLINES FINANCIAL ISSUES (POTENTIAL SAVINGS AND POSSIBLE TAX REVENUES), REVIEWS THE USES AND IMPLICATIONS OF NONCOMMERCIAL AND INSTRUCTIONAL TELEVISION IN THE UNITED STATES AND ABROAD, AND SUGGESTS THE PATTERN OF SERVICE TO BE FOLLOWED IN THE SATELLITE SYSTEM.
