FACTORS AFFECTING THE EMPLOYMENT OF URBAN AND RURAL YOUTH ARE BECOMING SIMILAR IN NATURE. BETTER EDUCATION AND APPRENTICESHIP PROGRAMS ARE NEEDED FOR BOTH GROUPS. NON-CAUCASIANS UNSKILLED LABOR, AND PERSONS UNDER 25 YEARS OF AGE ARE THE GROUPS WITH THE HIGHEST RATE OF UNEMPLOYMENT. INDUSTRIAL EDUCATION PROGRAMS NEED THE COOPERATION OF GOVERNMENT, BUSINESS, AND COMMUNITY.
