A PART OF THE DOCUMENT BRIEFLY DESCRIBES SOME OTHER ASSISTANCE SOURCES, THE HIGHER EDUCATION ACT AND THE VOCATIONAL TRAINING ACT, AMONG OTHERS. ONE CHAPTER IS DEVOTED TO THE REQUIREMENTS AND TECHNIQUES FOR EVALUATING THE PROGRAMS ESTABLISHED UNDER THIS LEGISLATION.
