INCLUDED FOR EACH EXCEPTIONALITY IS A DEFINITION, CRITERIA FOR DETERMINING PLACEMENT, AND A SECTION ON EVALUATION OF DISABILITIES. PROCEDURES FOR ESTABLISHING SPECIAL EDUCATION PROGRAMS ARE DISCUSSED IN DETAIL, AND EXPLICIT DIRECTIONS FOR SUBMITTING APPLICATIONS TO THE STATE DEPARTMENT ARE INCLUDED.
